RD orients SP members on the RPD-PoA

In coordination with the Population Division of the Provincial Government of Nueva Vizcaya (PGNV) headed by Provincial Population Officer-Designate Elvira G. Tongson, members of the province’s Sangguniang Panlalawigan (SPNV) led by Presiding Officer Pro Tempore Elma P. Lejao were oriented by POPCOM-R02 Regional Director Herita O. Macarubbo on the salient features of the Regional Population and Development Program of Action (RPD-PoA) for 2022-2028 on July 18, 2022 at the SP Session Hall, Provincial Capitol.

RD Macarubbo’s presentation, which was also aimed at intensifying support from the PGNV for the implementation of her Agency’s Population and Development Program, dealt extensively with the analysis of individual and collective demographic data and trends generated by their researchers from the five component provinces of Region 02, along with certain national data correlations, projections, and implications on socio-economic development.

As presented, the RPD-PoA’s goal is to help realize improved quality of life and increased share of each citizen in the fruits of socio-economic progress through well-planned, healthy, empowered, and resilient individuals, families, and communities.

RD Macarubbo said that the regional plan “specifically aims to: contribute to the attainment of optimal demographic dividend, equitable spatial distribution, and inclusive development of the marginalized segment of the population at all levels; enable individuals and couples to achieve their fertility goals within the demands of responsible parenthood towards the total well-being and development of families; and prevent unintended pregnancies among young adolescents and protect them from the negative consequences.”

“It also advances implementation strategies which include: Population and Development Integrated Strategies that call for increased integration of population dimensions in development initiatives; and Family Development Strategies that focus on the Responsible Parenthood and Family Planning (RPFP) Program, and Adolescent Health and Development (AHD) Program”, she added.

Incidentally, the Municipality of Kayapa, headed by Mayor Dr. Elizabeth D. Balasya, received the 1st place regional awards for Most Outstanding Municipality in RPFP and AHD in a ceremony held on April 1, 2022 at the Zen Hotel in Santiago City, Isabela.

RD Macarubbo, closed her presentation by urging the PGNV, through the members of the august legislative body, to strengthen its existing Provincial Population Division, and to formulate a Provincial Population and Development Program Plan of Action for 2022-2028 and its derivative Annual Implementation Plans, among others.

Immediately after the board members ended their interpellations, Floor Leader and OIC-Vice Governor Patricio F. Dumlao, Jr. led the presentation of a Certificate of Appreciation to RD Macarubbo. FL Dumlao also complimented her for being the first regional officer ever to address the SPNV this year.
