Kasibu secures its second consecutive win as the 2023 Most Child-Friendly Barangay

Barangay Capisaan won the most coveted title of Most Child-Friendly Barangay this year during the culminating activity of the National Children’s Month celebration at the Nueva Vizcaya Convention Center on November 29, 2023.

Barangay Capisaan has continued its effort to know the needs and problems of children in the barangay through its comprehensive data on children, the presence of a development and investment plan for children, a functional Barangay Council for the Welfare of Children (BCPC), and well-documented accomplishments, among others, which cover the four pillars of the Convention on the Rights of Children.

Barangay Sinapaoan, Sta. Fe succeeded the title of being the first runner-up and was commended for its notable accomplishments in terms of health, nutrition, and education.

Barangay Castillo Village, Kayapa, fell short of their accomplishments and documentation of notable programs that benefit the children, which made them the second runner-up this year.

Barangay Oyao, Dupax Del Norte, was awarded the third runner-up for having established initiatives of importance to health, nutrition, and education. Barangay Oyao was awarded as the Most Promising Barangay in 2022.

The first year of consistently maintained performance as the child-friendly barangay was awarded to Barangay Papaya, Kasibu.

Barangay Papaya has maintained its efforts to give importance to health and nutrition among children and boasts its inter-sectoral collaboration and partnership with schools, civil society organizations, and other stakeholders.

Governor Atty. Jose V. Gambito emphasized that the winners should not be perceived as hindrances; instead, they should serve as a compelling motivator, inspiring everyone to enhance and strengthen the implementation of children-related initiatives in their respective barangays. The governor also stressed the importance of viewing these achievements not merely as isolated successes but as catalysts for a collective commitment to further enhance the quality of life and ensure the lasting security of future generations within each barangay.

The Search for the Most Child-Friendly Barangay started in 2015, which is one of the goals and objectives of Child 21, a strategic framework that guides stakeholders in planning programs and interventions that promote and safeguard the rights of Filipino children. The said search covers the entire agenda for children, wherein an important task for Local Government Units (LGUs) is to institutionalize child-friendly governance to ensure that the Local Councils for the Protection of Children (LCPC) are organized and functional. /cqc
