SP approves primary school’s renaming, elevation

Board Member Patricio F. Dumlao, Jr., Floor Leader and Committee on Education Chairperson, sponsored Resolution No. 2022-4127 of the Sangguniang Panlalawigan of Nueva Vizcaya (SPNV), dated May 16, 2022, that gave acquiescence to Aritao’s Municipal Ordinance No. 2022-01 which renames the Gasajas Primary School to Cesario M. Tubiera Elementary School.

The subject school derived its original name from Purok Gasajas of Aritao’s Barangay Comon where it is located.

Councilor Domingo B. Doculan, Jr., Chairperson of the Sangguniang Bayan’s Committee on Education initiating the change in the school’s name from “Gasajas” to “Cesario M. Tubiera”, said that it was anchored on a manifestation acknowledging and honoring the donor of the parcel of land where the school stands and who, he said, was one among those instrumental to its establishment.

In support thereof, he cited No. 1, of Item IV of the “Revised Guidelines on the Naming and Renaming of Streets, Public Schools, Plazas, Buildings, Bridges, and Other Public Structures”, which provides, “A street, plaza or any public place may be named or renamed to honor a person or family who contributed to the welfare of the Filipino people”.

In its letter to the Sangguniang Bayan, the National Historical Commission of the Philippines (NHCP) interposed no objection thereto and only recommended that “the school’s old name, which has been sanctified by usage among the residents of the community, must be placed underneath its new name in signages”.

“This will preserve the historicity of the old name, serve as a guide to the people who are used to it, and avoid confusion in the maintenance of records and delivery of postal communication”, the Commission explained.

The said Municipal Ordinance authored by Councilor Doculan, which also elevated the subject Primary School to Elementary School category, stresses that the establishment of intermediate levels in far-flung primary schools is also an effective way of dissuading the young populace from dropping out due to reasons associated with difficult terrains and long distances from the nearest elementary schools which, in effect, accelerates their growth and progress in terms of education, at the very least.

“This is also in consonance with the constitutional mandate of the State to protect and promote the right of all citizens to quality education at all levels, and to take appropriate steps to make such education accessible to all”, he added.

Actively participating during the deliberations on this initiative as per the covering Minutes of the Public Hearing conducted by the SB’s Committee on Education furnished by Ms. June Lynne Sansano-Santiago, Local Legislative Staff Assistant II, were Ms. Marbea J. Linsangan, Teacher-in-Charge of the Gasajas Primary School, and SB Members Jayson G. Derije, Arnold S. Sevilla, Ariel M. Tubiera (son of the honored donor), and Domingo B. Doculan, Jr. (Presiding Officer).

It is also worth mentioning that three-termer Governor Carlos M. Padilla, who served as Mayor and Congressman for decades, had authored and/or facilitated the establishment/creation of scores of high schools, colleges, universities, hospitals, and local government units.
