Gubernatorial Support Essential for Services

Various divisions of the Governor’s Office, namely the Public Employment and Services Division (PESD), the Population Division, the Provincial Waterworks System, and the Internal Audit Services Office (IASO) reported to the people during the last Flag Raising for the month on January 26, 2026, at the People’s Stage of the Capitol Compound, Bayombong, Nueva Vizcaya.

PESD, led by Supervising Officer Dolly Rose Minas outlined their many services and programs, crediting Governor Atty. Jose V. Gambito in particular for the flagship projects under their mandate, which included the awarding of livelihood assistance to farmers, Trabaho Para ti Umili, Doktor ti Umili, Jobs in Need of Gifts, etc. PESD also provided an update on the request made by the governor to the Department of Foreign Affairs for a field office, which had been received and was now under consideration. The creation of a field office for the DFA and the Department of Migrant Workers is a step in the governor’s plan of turning the Capitol into a ‘one-stop shop’ for all government service needs of the constituency.

The Population Division led by Ms. Elvira Tongson expressed their gratitude to the governor for his support for the youth of Nueva Vizcaya. Alongside the myriad interconnected programs within the PGNV and coordination with the SP, the division also implemented Project SAFE (Secured Adolescents in a Friendly Environment), and the MAKAINDAG filmmaking competition centered around teenage pregnancy. Through the Population Division, Nueva Vizcaya was also recognized for their improvement in statistical reporting by the Commission on Population and Development, receiving the Rafael M. Salas Kaunlarang Pantao Award, its most prestigious recognition.

Engr. Danilo Z. Dominguez of PWWS reported ‘a total of 2263 registered clients and consumers’ served. The office also oversaw the construction of a new transmission pipe which ‘significantly improved water distribution efficiency and system capacity’. This milestone guaranteed 24-hour water service for six barangays that previously had limited water capacity. Through their services, the office recorded a collection of over PHP 10 million in profit

.IASO representative Hannah Marie Marquez, though maintaining the privacy and confidentiality of their work, divulged in a later report that they had accomplished thirty-two internal audit reports, sixty-nine verified non-government organizations and private organizations, twenty-one verified land accounts, three-hundred and thirty-four certifications, and the creation of the Provincial Waterworks Systems Office Operations Manual. The audit reports to the Governor comprised financial, road and infrastructure, systems, and support to outside organization verifications conducted over the course of 2025. IASO vowed to not only continue but increase their efforts and compliance in their operations for the year.

Through oversight and active implementation, the provincial government has aided in improving the quality of life in Nueva Vizcaya. Governor Atty. Jose V.
