
Through the efforts of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) headed by Gov. Jose V. Gambito, the Disaster Response Cluster, under the leadership of Ms. Flordelina C. Granada, PSWDO, convened the resumption of the Disaster Response Cluster Meeting on November 12, 2025, at the PDRRM Function Room, Capitol Compound, Bayombong, following the devastation caused by Super Typhoon Uwan.
The meeting gathered cluster members and partner agencies to review and assess the extent of damages caused by the typhoon and to consolidate recovery measures. The Provincial Engineer’s Office (PEO) reported an estimated ₱53.7 million worth of damages to roads, bridges, buildings, and other PLGU infrastructure, while the Provincial Agriculture Office estimated ₱53 million in crop and high-value agricultural losses, with some areas remaining inaccessible due to impassable roads and down communication lines. The Provincial Veterinary Services Office (PVSO) also presented an initial assessment of ₱3.8 million in damages to livestock and poultry.
The Social Welfare and Development (SWAD) reported 10,768 affected individuals or 4,059 families, including 434 totally damaged and 5,141 partially damaged houses. Many barangays have since initiated road-clearing operations, with workers being sustained by food packs provided by the provincial government and partner agencies. Governor Gambito also allocated ₱500,000.00 for the province’s anti-leptospirosis campaign, ensuring the immediate purchase and administration of prophylactic medicines to those who participated in clean-up operations and waded through floodwaters.
While DILG reported that municipality of Bambang has the highest number of affected homes at 992, the Department of Social Welfare and Development (DSWD) assured the provincial government of financial assistance amounting to ₱5,000 for partially damaged and ₱10,000 for totally damaged houses. It also confirms numerous casualties and fatalities by drowning and landslide in the municipalities of Kayapa, Kasibu, and Quezon.
Relief operations continue, with 2,000 food packs airlifted to isolated areas in Alfonso Castañeda through the coordination of the 86th Infantry Battalion. The Bureau of Fire Protection and Philippine National Police remain on alert for clearing operations, while DTI remained focused on price monitoring and DepEd recommended a one-week suspension of classes for school safety inspection.
During the meeting, Ms. Granada expressed her gratitude to Governor Gambito for his tireless presence and support before, during, and after the typhoon response operations. In turn, Governor Gambito commended the entire council, including volunteers and partner agencies, saying, “Ang inyong Gobernador ang higit na dapat magpasalamat sa lahat ng tumulong, at sa mga hindi nang iwan sa panahon ng sakuna.” /gpp
