SP approves NV LEP2023

The members of the Sangguniang Panlalawigan of Nueva Vizcaya (SPNV), led by Vice Governor and Presiding Officer Jose V. Gambito, unanimously approved on their 3rd and final reading of the proposed budget of the Provincial Government of Nueva Vizcaya (PGNV) for the Calendar Year 2023 during their en banc session held on November 14, 2022 at the Provincial Capitol.

Covering their requisite legislative acquiescence is Provincial Appropriation Act No. 2022-01, or “An Ordinance enacting and authorizing the Provincial Appropriation Act of Nueva Vizcaya for Fiscal Year 2023 in the total amount of P2,074,592,302.18 covering various expenditures for the operation of the Provincial Government for Fiscal Year 2023 and appropriating the necessary funds for the purpose”.

The said budget, which underwent several deliberations by both the executive and legislative branches of the PGNV consists of Programs, Projects, and Activities (PPAs) believed to have a high impact on the lives of Novo Vizcayanos despite the adversities and challenges of time and nature.
The august body also took cognizance of the observations of some of its members concerning the reporting and analysis of accomplishments of PGNV offices vis-a-vis their targets, and the need to formalize certain SPNV requests that cropped up during the deliberations of the AC2023.

Members of the Local Finance Committee (LFC) and heads of the different PGNV offices were also invited by the SPNV, through Secretary Moises Dominick G. Ruam, Jr., to witness the legislative proceedings and to provide further information if called for.

Provincial Accountant Yunisa D. Patricio, expressed her appreciation for the swift action by the honorable VG Gambito and SPNV members on the final output of the Ad Hoc Committee on the 2023 Annual Budget Authorization (AC2023), headed by Floor Leader Patricio F. Dumlao, Jr., that painstakingly worked with the LFC, and heads of PGNV offices and some national government agencies that are drawing some funding support from the PGNV. “This is indeed the fastest legislative action on a provincial budget that I have ever witnessed during my stint as Provincial Accountant”, she said.

Provincial Indigenous Peoples Mandatory Representative Samuel G. Balinhawang apologized with humility for the incisive interpellation he and the other AC2023 members have made during the legislative deliberations, saying that they have no malicious intent in doing so.

Reacting thereto, VG Gambito said that conflicting ideas and calls for further details and clarifications are indeed part of the democratic processes.

He proceeded to express his gratitude to his fellow lawmakers and all of the PGNV staff for the fast approval of the 2023 Local Expenditure Program (LEP), which, according to him, only shows the good complementing relationship between the executive and legislative branches of the local government.

The Ordinance and supporting documents will be immediately endorsed to Governor Carlos M. Padilla for his approval prior to their submission to the Department of Budget and Management (DBM).
