Key officers finalize PGNV’s GASS Matrix
Office and hospital heads, division chiefs under the Office of the Governor, and administrative officers of the Provincial Government of Nueva Vizcaya (PGNV) convened on December 12, 2022 at the Ammungan Hall, Provincial Capitol to help finalize a General Administrative Support Systems (GASS) Matrix that will serve as their guide for crafting, implementing, monitoring, and evaluating specific administrative tasks starting CY2023.
The Office of Provincial Administrator Maybelle Dumlao Sevillena, PGNV’s designated Deputy Strategic Performance Management System (SPMS) Champion, spearheaded the day’s brainstorming activity that is preceded by a workshop among administrative officers and a first-round review session with their heads, both held earlier this month.
She explained that it aims to afford them an added opportunity, especially those who failed to participate in the previous sessions, to express their observations and suggestions, and/or raise further clarifications.
This PGNV planning-cum-workshop activity is in pursuance of Governor Carlos M. Padilla’s Executive Order No. 150, or “An order revising Executive Order No. 28, Series of 2014, that mandates the establishment and implementation of Strategic Performance Management System (SPMS) in the Provincial Government Nueva Vizcaya (PGNV)”, dated October 11, 2022.
The executive issuance aims to foster continuous improvement in the performances of individual employees and their respective offices as they pursue the mandated Vision, Mission, and Strategic Goals of the Province and the nation at large, through the overarching PRAYERS N FAITH platform of public administration and governance of the present provincial leadership.
To ensure more effective and efficient implementation of the administrative system, the EO pictures and defines it as a Cycle with four stages (i.e., performance planning and commitment; performance monitoring and coaching; performance review and evaluation; and performance rewarding and development planning), under which specific targets and tasks are delineated.
It also mandates support mechanisms that are anchored on the CSC’s Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), among others, as well as the development of a Manual of Operations by a Performance Management Team and its adjunct Technical Working Group, both chaired by PHRM Officer Ma. Carla Lucia M. Torralba.
