PPO-IV Tongson assumes LEPOWPHIL-CV leadership

By way of succession, on account of the retirement of Ms. Adelaida M. Almachar, City Population Officer of Ilagan City, Isabela, Ms. Elvira Guzman-Tongson, Population Program Officer of the Provincial Government of Nueva Vizcaya (PGNV), immediately took the helm of the Cagayan Valley Chapter of the League of Population Officers and Workers of the Philippines (LEPOWPHIL).

She then presided over the 1st Quarter of 2022 meeting of the LEPOWPHIL-CV held on March 7, 2022 at the Zen Hotel in Santiago City, Isabela, her first after assuming the position of Regional President.

For the new leadership of the Chapter, Regional President Tongson laid down the major thrusts and strategies that will form part of its platform of administration and governance, which include: Revisiting the Constitution and By-laws of the LEPOWPHIL-CV, along with a review of the duties, functions, and responsibilities of officers, committees, and Board of Directors; Formulation of a Strategic Development Plan; Organization of lower level (i.e., province and city) Chapters; Strengthening of local government population offices or sections; and Registration of the LEPOWPHIL-CV with the Securities and Exchange Commission.

“We shall also fully support and continue the programs, projects, and activities that have been started by our predecessor administration”, she added.

The new regional president started working with the government on September 28, 1998 as Adolescent Reproductive Health (ARH) Action Officer. Through sheer hard work, diligence, and noteworthy performance, she rose from the ranks and occupied higher positions until she became a full-fledged Population Officer of the PGNV. She took her oath of office with the nomenclature of Population Program Officer – IV before Governor Carlos M. Padilla on March 10, 2022 at the Provincial Capitol in Bayombong.

She is credited for her invaluable contributions to the success of several major population-related programs, projects, and activities, for which she received awards and citations from local and international organizations.

On top of her present mandate as PPO-IV, she serves as head of the secretariats of the Provincial Population Coordinating Committee (PPCC), Provincial Implementing Team (PIT) for RPRH, Provincial GAD Focal Point System (PGFPS), and Nueva Vizcaya Pre-marriage Orientation and Counseling (NVPMOC) -Technical Working Group (TWG). She is also concurrently the Chairperson of the TWGs of the PGFPS, and NVPMOC.

“I am so challenged being the lead officer of the province in the realm of population welfare and development, and as Regional President of the LEPOWPHIL-CV, but I take both of them as an inspiration for they indeed help me satisfy my desire to be of more help to the government and the whole citizenry at large”, she said. #mccd
