Disability Affairs Council Convenes for Updates

The Provincial Council on Disability Affairs (PCDA) held their 3rd Quarter Meeting on September 30, 2025, in the Ituy Function Room of the Patricio S. Dumlao Sr. Executive Building, Capitol Compound, Bayombong, Nueva Vizcaya. The agenda included informative reports on the state of disability affairs in the province and discussions on specific issues in data collection, among other matters.

A report was given on the number of PWDs who have availed government services in the first and second quarters; the report showed that out of 13,000 recorded PWDs, 3800 had availed of government services, the majority of whom were women 46 and above with intellectual disabilities who sought out medical services. Concerns were raised on the fact that only nine offices had reported their numbers out of 32 agencies, with some members of the Council exploring strategies for better data collection and others avowing more regular reporting of numbers from their own offices.

The council also revisited the PWD sectoral plans as well as their revised Executive Order, which had created the Provincial Council on Disability Affairs. The discussions of the council on the amended EO included the roles and responsibilities of the different members of the PCDA, with the composition of the council itself being debated.

Additionally, concerns were raised about budget and capacity on the part of the different offices, most especially the Persons with Disability Affairs Division (PDAD). There were also suggested revisions to some functions, as well as suggestions for more members in the form of the higher-education institutions in the province.

The need for extensive discussion and concrete action is fulfilled by consistent effort on the part of the PCDA and PDAD. The continuation of this effort is a manifestation of the provincial government’s commitment to the betterment of the people. /igmb
