Former Governor Ruth Raña Padilla is NVSU’s OIC President

Following CHED Special Order No. 15, series of 2021, otherwise known as the “Higher Education Modernization Act of 1997” and by virtue of Resolution No. 085, series of 2021 dated March 1, 2021 of the Nueva Vizcaya State University (NVSU), Board of Regents, another strong willed woman was unanimously chosen as Officer-in-Charge, Office of the President .

Former Governor Ruth R. Padilla took her oath of office as NVSU-Officer –in-Charge, Office of the President, after the retirement of NVSU President, ANDRES ZIPAGAN-TAGUIAM, Ed,, effective March 1, 2021.

In the Special Order signed by NVSU-Board of Regents Chairman and CHED Commissioner Lilian A. delas Llagas , Padilla , as OIC President , is required to render reports to the Board of Regents on actions taken in the performance of her duties and shall endeavor at all times to maintain the stability and regulatory of the academic and administrative operations of the university.

Clothed in Strength… Padilla is a top caliber woman achiever who for many years as public servant in various capacities of different Socio Civic Organizations and government entities and as Governor of Nueva Vizcaya, captivated her peers and followers with the value of serving the Novo Vizcayanos with passion. For her love of Nueva Vizcaya and its people, she envisioned, planned and actually implemented various innovative and game changer programs through “PRAYERS N FAITH,” a roadmap to the 13-point agenda of her administration, during her reign as Governor of the province.

In dignity… Believing in the importance of integrity and ethics, she stood firm when confronted by issues she believes in “ on the right perspective.”

In a fight between a retake against a more popular decision not to retake on the issue on the Professional Regulation Commission (PRC) Nursing Licensure Exams leakage in 2006, she stood by her position for a retake, where US National Council for Licensure Exams for Registered Nurses who wants to work in US has decided the same. Such action was not left unnoticed, that she was appointed PRC Commissioner in August 2007, the first ever Nurse for the prestigious position

She laughs without fear of the future…., Truly, a servant leader who fearlessly initiated big reforms in good governance, and advocacies on environmental protection, climate change and zero waste management, and championing the welfare of the Indigenous Peoples of the province while ensuring the preservation of Culture and Arts of the IP Communities.

Her words are wise….,Such feat, among other actions, could be best summarized by her favorite adage “DO WHAT IS RIGHT AND YOU WILL NEVER GO WRONG”. She gives instructions with kindness… For Madam Ruth, it is “change”, and not business as usual. Highlight of the changes she initiated was revisiting the plans and programs of every office through consultation with Department Heads during regular Management Committee meetings as implementation progresses. Her kind of leadership is leadership by consultation, She just doesn’t acquire things, she utilizes them , delegating strategies in the the kindest words she could give, as she always reminds everyone that each employee is indispensable, regardless of position.
