CSOs join in PENRO-NV’s budgeting for CY2024

Leaders of various civil society organizations (CSOs), including those from the Academe, participated in the initial deliberations of the proposed CY2024 Budget of the DENR’s Provincial Environment and Natural Resource Office – Nueva Vizcaya (PENARO-NV) held on February 20, 2023 at the Nueva Vizcaya Conference Center, Lower Magat Ecotourism Park (LMETP) in San Luis, Diadi.

The day’s activity is the 1st leg of the provincial consultative meetings with partner CSOs in Region 02 spearheaded by Regional Executive Director Dr. Gwendolyn C. Bambalan, first female chief of the DENR’s Region 02 Office.

It is in line with the participatory governance, and multi-disciplinary/sectoral approaches to government planning and budgeting that are being adhered to by both national and local governments.

PENR Officer Engr. Giovanni M. Magat explained that their office has always aimed at coming up with holistic programs, projects, and activities (PAPs), and realistic budgets that will enable them to effectively and efficiently realize their mandates.

“Aside from our partner CSOs, we also engage the participation of the Environment and Natural Resources Office of the Provincial Government of Nueva Vizcaya (PGNV), along with the province’s 15 Municipal Environment and Natural Resource Offices (MENROs) and 275 Barangay Deputized Environment and Natural Resource Officers (DENROs)”, he said.

“The collaborative PAPs for CY2024 that we are proposing to be funded include: (a) Enforcement and Regulatory Program; (b) Conservation and Development Program, which covers (i) Protected Areas and Caves Development and Management, (ii) Enhanced National Greening Project, and (iii) Forestland Management Project; and (c) Lands Survey, Disposition and Records Management”, he added.
