Makabayan bloc’s voter appeal wanes

Regional Director Plormelinda P. Olet of the Region 02 office of the National Intelligence Coordinating Agency (NICA-R02), reported during the joint meeting of the PPOC, PADAC, and PTFELCAC presided over by Governor Carlos M. Padilla on June 10, 2022 at the Nueva Vizcaya Livelihood and Pasalubong Center in Magsaysay, Bayombong that the Nueva Vizcaya electorate’s support to the Makabayan bloc, composed of the Bayan Muna, Anakpawis, Kabataan, Gabriela, and ACT Teachers party-list groups (PLGs), during the 2022 National and Local Elections (NLE) was lower by 5,688 (or 53.5%), as compared to their combined official tally of 10,623 in the 2019 NLE.

Percentage-wise, RD Olet said, the Kabataan and ACT Teachers PLGs registered the highest number of losses in Nueva Vizcaya, i.e., 83.8% and 50.7%, respectively.

In contrast, as per the official 2022 NLE tallies of the COMELEC, Kabataan set a record increase in votes nationwide.

For the first time since 2001, Bayan Muna which got a 13.9% decrease in Nueva Vizcaya, the lowest among the said five PLGs, failed to get a seat in the House of Representatives.

“Among them, Bayan Muna garnered the highest share in Nueva Vizcaya with 1,903 votes, followed by Anakpawis with 1,142. Each of the other three PLGs received less than a thousand votes, to wit, Kabataan (840), Gabriela (794), and ACT Teachers (256).”, RD Olet said.

“In this province, the bloc got 100 or more votes only in three barangays, all in the Municipality of Solano, namely, Roxas (179), Quirino (150), and Osmeña (113)”, she added.

The NICA (https://nica.gov.ph) is the primary intelligence collection and analysis arm of the Philippine government in charge of carrying out overt, covert, and clandestine intelligence programs. The agency is clothed with the following mandates: (1) Direct, coordinate, and integrate national intelligence activities; (2) Take the lead as intelligence collector of the national government, focusing on the country’s strategic intelligence requirements; (3) Prepare intelligence estimates on local and foreign situations for the formulation of national security policies by the President and the National Security Council; (4) Serve as the focal point for the government’s counterintelligence activities and operation; (5) Act as Secretariat to the Anti-Terrorism Council; and (6) Serve as head of the NTFELCAC’s SAKM Cluster.
