DILG bldg soon to rise at the Capitol

Government officials from the national and local governments led by Governor Carlos M. Padilla graced the groundbreaking rites held last January 12 at the Provincial Capitol, Bayombong for the P7 Million building of the DILG’s Nueva Vizcaya Office (DILG-NV) headed by Provincial Director Elma M. Urbina.

Governor Padilla said that “as a partner of this national government agency (NGA), the Provincial Government of Nueva Vizcaya (PGNV) also wishes it to have a more decent office, which it can call its own as it delivers basic services to our people.”

In response thereto, ARD Elpidio A. Durwin said that the proposed structure will cement further, as it also symbolizes, the strong partnership between the DILG and the PGNV.

ARD Durwin also disclosed that their office worked immediately on the awarding of the construction contract as soon as the money allotted for the project became available. He added that they need to fast-track its execution in view of the advisory that all projects of NGAs have to be liquidated by December of this year.

PD Urbina expressed her appreciation and gratitude to Governor Padilla for being instrumental too in the realization of their long-cherished dream.

Rev. Fr. Jocson O. Ogaya of the Diocese of Bayombong officiated the blessing ceremony.

The construction of the new DILG-NV building is covered by a 50-year Deed of Usufruct signed by Governor Padilla and Regional Director Jonathan Paul M. Leusen, Jr. as representatives of the PGNV and DILG, respectively. It calls, among others, for the allocation by the former of about 250 square meters within the Provincial Capitol Compound situated along Maligaya St., beside the Convention Center and PLDT office.

This agreement is in consonance with Section 12 of the Local Government Code of 1991 which provides that “Provinces, cities, and municipalities shall endeavor to establish a government center where offices, agencies, or branches of the national government, local government units, or government-owned or -controlled corporations may, as far as practicable, be located. In designating such a center, the local government unit concerned shall take into account the existing facilities of national and local agencies and offices which may serve as the government center as contemplated under this Section. The national government, local government unit or government-owned or -controlled corporation concerned shall bear the expenses for the construction of its buildings and facilities in the government center.”
