PGNV orients, awards recipients of the “Doktor ti Umili” Scholarship Program

On December 5, 2023, the “Doktor ti Umili” scholars gathered at the Ituy Function Room, Provincial Capitol for an important event featuring an orientation, Memorandum of Agreement (MOA) signing, and an awarding ceremony. This momentous event was led by Governor Atty. Jose V. Gambito, Board Member Patricio Dumlao, Provincial Health Officer (PHO) II Dr. Anthony F. Cortez, Acting PESD Manager Dolly Rose Minas, and PLT College, Inc. President Raymond Louie Joseph Tiam.

The “Doktor ti Umili” scholarship program was conceptualized by former Governor Carlos M. Padilla and is being continued under the leadership of Governor Jose V. Gambito.

The scholarship program was established through Sangguniang Panlalawigan Ordinance No. 2023-232, also known as the “Doktor ti Umili Ordinance”. Board Member Patricio Dumlao, the primary author of the ordinance, envisioned the program as a solution to the shortage of doctors in the province and a means to improve the delivery of basic healthcare services to every Novo Vizcayano.

The event began with an orientation by Ms. Dolly Rose C. Minas, Senior Labor Employment Officer/Acting Public Employment Services Division (PESD) Manager, providing them with detailed information about the program’s objectives and guidelines. This was followed by the MOA signing, marking a formal agreement between the scholars and the Provincial Government of Nueva Vizcaya (PGNV). The ceremony culminated with the awarding of grants to the first batch of “Doktor ti Umili” Medical Scholars.

In his message, Governor Gambito emphasized that by investing in the education of aspiring medical professionals, the “Doktor ti Umili” program is a strategic move to combat the shortage of doctors in the province’s hospitals.  It not only provides financial support to deserving students but also ensures that Nueva Vizcaya will have dedicated and competent medical professionals in the years to come.

Mr. Alejandro E. Ramilloza II, one of the scholars, expressed his heartfelt gratitude to the PGNV. His words resonated with appreciation for the visionaries behind the program, acknowledging the impact it will have on their lives and to the healthcare landscape of the province.

Former Governor Padilla and Governor Gambito’s vision for a healthier Nueva Vizcaya is embodied in the “Doktor ti Umili” program. By supporting the education of future doctors, they are ensuring the continuous provision of quality healthcare services in the province.

The successful event was a milestone for the “Doktor ti Umili” program and served as a testament to the PGNV’s commitment to addressing healthcare challenges through education and strategic planning. #mvs
