LTO-BDO bares breaches, promotes online system

Ms. Marietta M. Flores, Chief of the Land Transportation Commission – Bayombong District Office (LTO-BDO) that sponsored the flag ceremony held on December 12, 2022 at the People’s Stage-Quadrangle, Provincial Capitol, presented their office’s accomplishments and the recorded infractions committed by motorists during the eleven-month period that ended November 30, 2022, along with their agency’s enhanced online information system.

LTO-BDO Chief Flores said that during the said period, they were able to register a total of 40,450 vehicles as compared to last year’s 30,377. “We attribute the more than 10K increase to our Oplan Balik Rehistro, which calls for more aggressive information awareness and enforcement drives”, she explained.

She also reported that with the implementation of their agency’s “Oplan Lisensya”, they have exceeded the 15,969 total number of Licenses and Permits issued in 2021 by about 2,500. She said that the seminars they have conducted for associations of operators and drivers of tricycles and jeepneys helped a lot.

Pursuant to their mandate of maintaining order on roads and highways, the LTO’s Law Enforcement Service Officers (LSOs) vigorously applied the provisions of Republic Act No. 4136, also known as “The Land Transportation and Traffic Code”, and other related laws, including RA8749 or “The Philippine Clean Air Act of 1999”, RA10054 or “The Motorcycle Helmet Act of 2009, and RA10666 or “The Children’s Safety on Motorcycle Act of 2015”, among others.

Accordingly, the LSOs conducted random terminal inspections, and roadside law enforcement at strategic locations within their respective geographic areas of responsibility (GAORs), which also included assisting Senior Citizens, PWDs, and school children crossing pedestrian lanes.

During that same period of enforcing transportation and traffic laws, the records of the local LTO office reveal the following as top ten (10) violations: (1) Seat belt not worn; (2) Reckless driving and Invalid registration; (3) Driving without a license; (4) CR/OR not carried; (5) No helmet; (6) No early warning device; (7) Disregarding traffic officer; (8) Change in body design, Unregistered top load, and Excess passengers; (9) Improper horn/signaling device; and (10) Failure to carry license, No capacity marking, and No brake lights.

As to revenue collections, LTO-BDO Chief Flores disclosed that they were able to accumulate a total amount of P79,027,307.50, which is P24,496,612.97 higher than last year’s.

She encouraged everyone to use the LTO’s enhanced Land Transport Management System (LTMS), an online portal (https://portal.lto.gov.ph/) that integrates LTO services in a single database and digital platform. The system, which is designed to allow stakeholders to connect and transact via smartphones or computers, helps ease the long lines at LTO offices for the convenience of both LTO personnel and their clientele.

She also expressed her appreciation and gratitude to Governor Carlos M. Padilla and the Sangguniang Panlalawigan headed by Vice Governor and Presiding Officer Jose V. Gambito for the immediate passage and approval of the Deed of Grant of Usufructuary Rights to the LTO-BDO, the cooperation and support of municipal and barangay governments in the conduct of seminars for their clientele, and the assistance of the DPWH in improving their office building.
