POPCOM gets renewed support from Gov Padilla

POPCOM-R02 Regional Director Herita O. Macarubbo and her team of resource persons who were requested to conduct orientations on the Regional Population and Development Program of Action (RPD-PoA) for 2022-2028 for the province’s population and health workers and members of the 11th Sangguniang Panlalawigan, and to grace an awarding ceremony on the occasion of the World Population Day 2022 celebration at the Provincial Capitol on July 18, 2022, also paid a courtesy call on Governor Carlos M. Padilla.

RD Macarubbo extended to Governor Padilla her agency’s appreciation and gratitude for the strong support of the Provincial Government of Nueva Vizcaya (PGNV) which, she said, has been significantly contributing to the smooth and successful implementation of the programs, projects, and activities (PPAs) of the Commission on Population and Development (POPCOM) alongside their counterpart provincial and municipal population workers and other partner institutions in the province.

Their brief cordial dialogue centered on some pressing major issues of concern pertaining to enhancements in institutional structures, plans and capacities, use of modern family planning methods, and adolescent pregnancies, among others.

Governor Padilla reiterated to RD Macarubbo his unwavering support for the collaborative population-related endeavors which, he said, are an integral part of the PGNV’s holistic PRAYERS N FAITH platform of public administration and governance.

Based on the latest information from the POPCOM-R02, all the Municipal Population Officers of the province are mere designates, and it is only the PGNV that has three plantilla positions and two casual staff.

Addressing the issue concerning Teenage Pregnancies, Governor Padilla instructed Supervising Administrative Officer Emilie C. Mañosca to assist the Population Division headed by Provincial Population Officer-Designate Elvira G. Tongson in coordinating with the Provincial Population Coordinating Committee (PPCC), Provincial School Board (PSB), and the academe.

In regard to the mandated devolution of some national programs and services to local governments, Governor Padilla also expressed his willingness to extend support thereto.

He stressed, however, that the devolved functions have to be part of the legal mandates of the provincial and municipal governments. “We should also be assured that the national and regional counterparts and other support schemes are integrated with the Devolution Plans of our LGUs”, he added.

According to PPO Tongson, the covering Memorandum of Agreement (MOA), which is one of the important documents accompanying the said Plan, was already forwarded to the POPCOM-R02 Office in Tuguegarao City, Cagayan, and her office is in the process of finalizing the requisite Work and Financial Plan in close coordination with Provincial Budget Officer Virginia N. Iglesias.
