PGNV to broaden the reach of the Malasakit Program

In a significant move that underscores the dedication of the Provincial Government of Nueva (PGNV) to the well-being of its constituents, preparations are now underway leading to the establishment of a Malasakit Center at the Nueva Vizcaya Provincial Hospital (NVPH) for the expanded implementation of the Malasakit Program in the province.

Heeding their commitment to the call for unity forged by then-Vice Governor Jose V. Gambito and the late Governor Carlos M. Padilla, and appreciating the far-reaching beneficent impact of the Malasakit Program vis-à-vis their fellow Novo Vizcayanos, especially those facing financial challenges, the members of the Sangguniang Panlalawigan led by Vice Governor and Presiding Officer Eufemia A. Dacayo, passed Resolution No. 2023-4728 on September 11, 2023 that acquiesces to the Executive endorsement.

The inspiration for this Resolution came from Governor Jose V. Gambito who recognized the clamor for quality medical services which should be affordable and accessible to all those in dire need, and who also saw that the provisions of R.A. No. 11463, otherwise known as “The Malasakit Center Act”, whose primary aim is to help reduce the financial burden on patients seeking medical treatment, augur well for the proposed project.

Provincial Treasurer Rhoda S. Moreno also played an important role in this initiative through their office’s comprehensive narrative report on their benchmarking activity with the Batangas Provincial Hospital on October 28, 2022, with the blessings of then-Governor Padilla, which delved into the intricate details of implementing the Malasakit Program, including charging guidelines, funding sources, downloading and replenishing of funds, and other critical information relative to the establishment, management, and operations of a Malasakit Center.

The said Resolution that epitomizes the PGNV’s commitment to enhanced and inclusive healthcare services for its constituents drew its legal support from the Local Government Code of 1991, specifically Sections 22(C) and 465(b)(1)(vi), which empower local governments to endorse and support initiatives that enhance healthcare services for their constituents.

It will be forwarded to key authorities that can help expedite the realization of the project proposal, which include the offices of the Honorable Secretary and Regional Director of the Department of Health, along with the Office of the Provincial Governor and other concerned PGNV offices. #mvs
