After 28 years, Padilla keeps going
When I was a kid, I felt some elation whenever I hear the name Carlos Padilla because someone from Nueva Vizcaya is a household name. This made me interested in watching international boxing matches hoping to see someone named Carlos Padilla. To my innocence, that was a different person not knowing that there was something bigger behind that name. Carlos Mapili Padilla was the Assemblyman of Nueva Vizcaya at the Batasang Pambansa in 1978 – 1984.
Carlos M. Padilla had been serving the province since 1978 but it is only this year that he will work as the province’s Governor. Padilla had his final term as Congressman and wanted to prolong his service to the people by sweeping easily the gubernatorial race in the previous election.
Padilla served as Congressman of the lone district of Nueva Vizcaya from 1987 to 2016. He was appointed as House Deputy Speaker, meaning, he have the “voice and vote” in all committees in the House of Representatives.
It was not only the province that was benefitted with the service of Carlos M. Padilla, but the whole country. One must not forget Republic Act 6655 which was enacted by Congress in 1988 known as “Free Public Secondary Education Act of 1988” as authored by Carlos M. Padilla.
Also, Padilla almost made it to the Senate when he ran as Senator in 1992 where he was 2 ranks behind the cut-off of passing senators.
At a young age of 28, before Padilla gave his commitment to the province, he was the Mayor of Dupax in 1972-1975. And after the promulgation of President Ferdinand Marcos in 1974 the division of Dupax, creating the municipalities of Alfonso Castañeda, Dupax del Sur and Dupax del Norte, Carlos M. Padilla became the first Mayor of Dupax del Norte from 1975-1978.
Now that he is the Governor of the province, Novo Vizcayanos are confident that Carlos M. Padilla will follow the “Prayers N Faith” agenda, which was initiated by his effective partner former Governor Ruth Padilla, as his framework in serving the province. #bg
