Dr. Dumale dons NVSU’s insignia and regalia

The Nueva Vizcaya State University (NVSU) opened another promising chapter in its history with the investiture of Dr. Wilfredo A. Dumale, Jr. as its Fourth University President on March 23, 2023 at the Nueva Vizcaya Convention Center, Provincial Capitol.

In his Inaugural Address, Pres. Dumale said that he sees his new position as a sacrosanct privilege, i.e., both a precious obligation to be of greater service to the whole NVSU community and a sacred opportunity to be of more help in elevating its status.

In pursuit thereof, he vowed to give his all through thick and thin, without expecting anything in return. “The welfare and interests of the University stand above ours, for if we succeed, we, our province and the whole nation, will altogether flourish”, he said.

In helping steer the NVSU towards greater heights, even through unthreaded or difficult waters and roads, Pres. Dumale said that the support and cooperation of all concerned are indispensable.

He also acknowledged the contributions of the past leaders and staff of the University, along with those of its alumni. “We, the present workers, have to continue their beneficent programs while pursuing new ones that would add more to the University’s successes”, he added.

He specifically mentioned about global competitiveness of students and their mentors, digitalization of systems, and internationalization of operations, as among the development thrusts that the NVSU, alongside its partners, needs to endeavor to realize.

Along those lines, Governor Carlos M. Padilla, author of the law that established the University, also said that globalization is inevitable and has indeed become a necessity. He stressed though that as the academe pursues its vision of globalization, it should never forget where it came from.

Gov. Padilla cited Pres. Dumale’s long association with the members of the NVSU community, stressing that it serves as an ace up his sleeve in pushing the NVSU to reach greater heights. “NVSU and other institutions for that matter could expect the full support of the Provincial Government in their noble endeavors since their successes and even failures will all have an impact on the province and the nation at large”, he added.

CHED Commissioner Dr. Marita R. Canapi, who concurrently serves as Chairperson of the NVSU Board of Regents, led the conferring of the University’s physical symbols of authority to Dr. Dumale. Assisting her were CHED-R02 OIC Atty. Marco Cicero F. Domingo (Academic Regalia), DAR-R02 Regional Executive Director Narciso A. Edillo (Presidential Medallion), and erstwhile NVSU OIC and Nueva Vizcaya Governor Ruth R. Padilla (University Mace). Both RED Edillo and Dr. Padilla are members of the University’s Board of Regents. Dr. Canapi also administered the conduct of Dr. Dumale’s oath-taking and signing of his Oath of Office.

Also gracing the occasion to deliver their congratulatory messages were Dr. Dumale’s mentors, namely: Prof. Pacifico T. Vizmonte, Jr., Central Luzon State University; and Prof. Masaru Mizoguchi, University of Tokyo.
