Strict Compliance to Flag Ceremonies enforced in the PGNV

The Provincial Government of Nueva Vizcaya (PGNV) through the Office of the Provincial Administrator has issued Advisory No. 0118-2024 reminding all office heads, hospital chiefs, and division heads of the provincial government to strictly adhere to the flag-raising and lowering ceremonies. The advisory, dated January 18, 2024, emphasizes the importance of these ceremonies as mandated by Republic Act No. 8491, known as the “Flag and Heraldic Code of the Philippines,” and the Civil Service Commission Memorandum Circular No. 19, s. 2012.

As stipulated in the advisory, all officials and employees are required to attend the flag-raising ceremony every Monday at 7:45 AM. The advisory stresses the importance of showing respect for the flag not only because it’s a sworn duty but also as a manifestation of deep love for the country. It encourages everyone to set an example to fellow Novo Vizcayanos and Filipinos by respecting the flag not only during ceremonies but also within and outside their offices.

The advisory also mandates that all seats allocated for attendees of the flag-raising ceremony be filled and for attendees to remain until the end of the entire program. Standing or sitting on the catwalk or in places other than the designated seats, including leaving in the middle of the program, are deemed inappropriate behaviors that need to be changed.

The advisory, signed by Governor Atty. Jose V. Gambito, and Jovito O. Celestino, Assistant Provincial Administrator and OIC Provincial Administrator, calls for strict compliance. It serves as a reminder to all employees of the PGNV to participate actively and respectfully in the flag ceremony.
