OFFICE MANDATE

Each department of the national government and agency or office and each province and chartered city shall have a personnel office headed by a personnel officer now Human Resources Management Officer, who, subject t to the authority of the head of the organization concerned, shall be responsible for personnel management and maintenance of effective liaison with the Commission. (Section 21, Article 5 of RA # 2260). Provide, that when the number of the personnel of an agency or provincial or city or municipal government does not warrant the establishment of a personnel office, the head thereof shall designate a qualified and responsible officer of said Agency, Province, City or Municipality to perform the duties of personnel officer in addition to his regulars duties (Section 1, Rule17 of RA 2260).

A personnel Officer now Human Resources Mgmt. Officer refers to the highest Administrative Officer/ HRMO in the unit, section or department and /or agency or any personnel acting in such capacity as authorized by the head of office.(Section 3c of CSC No. 27,s-1991).

A personnel Officer /HRMO assumes responsibility for the development of a comprehensive and balanced personnel system and programs designed to promote morale, integrity, efficiency, responsiveness and courtesy, in the implementation of government-wide personnel management programs in the agency, province, city or municipality and effectively carries out the communication system with the CSC.

HISTORY

During the later years of 1970’s, there was no Personnel Office created to take custody and to the implement a comprehensive and balanced personnel development program designed to raise the level of efficiency, effectiveness and morale of the employees of the province. The duties, functions and responsibilities of a Personnel Office was undertaken and contingent in the Administrative Division of the Office of the Governor. In view of this, when the said office could no longer meet, fulfill. And accomplish the demands of the workload attached to the office; a Personnel Office was created in 1980. The creation of the Personnel Office triggered the transfer of records and d the creation of the position of Personnel; Office. The first Personnel Office of the Province was Mr. Genero O. Basilio. One (1) personnel; was assigned ton assist him. As time went by, two (2) personnel were assigned to assist him. However, the advent of the Salary Standardization Law of 1989, otherwise known as RA 6758, the personnel offices was modified and charged ton Human Resources Mgmt. Office. Then, the position of Personnel Officer was re-classified to Human Resources Mgmt. Officer 4 (SG-22) and Personnel Aide to Human Resources Management Aide (SG-4)

The enactment of RA-7160 otherwise known as the Local Government Code of 1991 Article 24 Devolution mandated the local government units to absorb various offices from the national government agencies, thus the Human Resources management Office played a very vital by preparing all pertinent documents such as appointment in support to the absorption of the devolved personnel to the province. To ensure the smooth transition of these offices to the PLGU and the additional personnel devolved including the Veterans Regional Hospital, the management created and funded additional positions to perform multifarious tasks wrought by the said provision of law. The increase in the number of personnel during the devolution mandated the office to cater to the increasing basic services needed by the employees. As a result, during the Re-organization of 1994, the Human Resources Management Office Division was created under the office of the Governor with four(4) sections were namely Personnel Assistant, Job Evaluation Performance Appraisal, appointments and Records and Training Development section.

Upon retirement of Mr. Genaro O. Basilio, HRMO IV in September of 1995, then Col. Alejandre B. Tamani (Ret.), incumbent Provincial Warden was designated OIC-HRMO in a concurrent capacity.

In 1997, the OD Task Force under the project Governance for Local Democracy (GOLD) conducted departmental diagnosis to the different offices/department within the PLGU. As a result thereof, there was a recommendation that the HRMO which was then a division under the Office of the Governor, be elevated to a department to cater to the increasing demands PLGU personnel.

The Oversight committee on Re-organization in its meeting on January 12, 1998, approved and adopted the organization structure and staffing pattern of the HRMO as a department with four(4) divisions namely: Personnel Action and Administrative Division, Organizational Development Division, Personnel Relation and Discipline Division and Employee Welfare and benefits Division.

On March 3, 1998, the Sangguniang Panlalawigan of the province enacted Ordinance No.98-003 Re: Approving and adopting the revised Organizational Structure and Staffing Pattern of the HRMO of Nueva Vizcaya amending for the purpose Provincial Ordinance No.46, s-19994. The said ordinance created additional fourteen (14) positions complementing the staff of the PHRMO.

On March 20, 2000, the provincial management Council (PMC) Executive Committee approved and adopted the revised/proposed organizational structure and stuffing pattern of the PHRMO with ten (10) additional positions.

On November 4, 2002, Col. Alejandre B. Tamani retired as Provincial Human Resources Management officer.

On November 4, 2003, Ma. Carla Lucia M. Torralba, DDM, MPA was appointed as Provincial Human Resources Management officer.
