FUNCTIONAL STATEMENT

It shall share responsibility with the municipal government, the Department of Environment and Natural Resources (DENR) and other cognizant national government agencies for the effective protection, development, management, rehabilitation, and conservation of environment and natural resources in the province, the regulation and supervision of the operation of licensees and permittees for the disposition and utilization of natural resources; the implementation of local government-driven forest mineral, eco-tourism, and water resources management and the control of air and noise pollution- and enforcement of environment and natural resources laws, rules and regulations; and perform the functions prescribed in section 484, RA 7160.


SERVICES

  1. Environment impact assessment and review
  2. Regulation and monitoring of small scale mining and sand and gravel operations
  3. Technical assistance, monitoring and enforcement & IEC on:
    • Forest and mineral resource management
    • Pollution prevention and control and plan formulation
    • Forest protection and law enforcement in devolved areas
    • Solid Waste management

OBJECTIVES
WATERSHED MANAGEMENT PROGRAM
To restore, rehabilitate, protect and manage the watershed areas of Nueva Vizcaya through the:

  1. Intensification of forest protection activities;
  2. Intensification of information and Education Campaign;
  3. Strengthening of forest-based organizations;
  4. Intensification of research and extension supports;
  5. Provision of livelihood supports to upland farmers;
  6. Allocation of open access areas to stakeholders through the issuance of tenure;
  7. Provision of infra structure supports for environmental development.

WASTE MANAGEMENT PROGRAM
To improve the water and air quality of the province through the:

  1. Full implementation of RA 9003 (Solid Waste Management Act of 2000);
  2. intensification of information and Education Campaigns on Solid Waste Management;
  3. Strengthening of forest-based organizations;
  4. intensification of research and extension supports

MINERAL RESOURCES MANAGEMENT PROGRAM
To regulate extraction on mineral resources and promote responsible mining (Sand and Gravel and Small Scale Mining.)
