1NV extends a helping hand to Abra

The Provincial Government of Nueva Vizcaya (PGNV) headed by Governor Carlos M. Padilla dispatched on August 30, 2022 its 1NV Disaster Relief Team led by Provincial Administrator Maybelle Dumlao-Sevillena to the earthquake-stricken Province of Abra in northwestern Luzon, which is about an 8-hour normal drive from the Provincial Capitol in Bayombong.

This inter-LGU outreach program of the PGNV, dubbed “Oplan: 1NV for (Name of LGU in Distress)”, institutionalized by Governor Padilla as part of the functions of the Office of the Provincial Administrator (OPA), is a manifestation of the culture of Novo Vizcayanos and the Pilipinos, in general, of uniting and extending a helping hand for those in a precarious situation.

Pursuant to its mission order, the humanitarian team of personnel from the PGNV’s OPA, Provincial Disaster Risk Reduction Management Office (PDRRMO), Provincial Engineering Office (PEO), and Public Affairs and Information Assistance Division (PAIAD) handed over to the distressed province, through Provincial Administrator Michael Ronald P. Bersamina, Jr., a P500,000.00 check, P18,064.00 cash, 500 food packs, and an unvalued quantity of noodles, medicines and vitamins, all given by the PGNV and its officers and staff, as well as private institutions and benefactors.

Speaking on behalf of Governor Dominic B. Valera, PA Bersamina extended his warm welcome to the composite team, as he also expressed gratitude and appreciation for the kind and consoling gesture of the people of Nueva Vizcaya and their leaders. 

PA Dumlao said that this PGNV initiative officially kicked off way back in 2014, and has since then been promptly activated in aid of victims of calamities and disasters, like typhoons and volcanic eruptions. 

“We would like to believe that our province is more blessed and being spared of great misfortunes because of what we are doing for our less-fortunate brothers and sisters”, she added.

The late General Danilo Lim, a Novo Vizcayano who served as MMDA Chair, once shared in a large gathering that “Bayanihan is indeed a core essence of the Pilipino culture, which is always very much alive in the country especially during times of adversity. Also known as ‘tulungan’ or ‘damayan’ meaning help or aid, it is a system of mutual help and concern which has become the backbone of family and village life throughout the Philippine archipelago”.
